City Without Orphans (CWO) is a faith-rooted nonprofit devoted to supporting foster, adoptive, and vulnerable youth by equipping caregivers, mobilizing communities, and providing tangible resources. Their services include caregiver support (respite nights, retreats, therapeutic groups), life-skills training, mental health grants for youth, and resources like bedding, school supplies, and hygiene items. They also strengthen local churches and businesses as caring neighbors in the lives of these children.

CWO fills a critical role in helping foster and adoptive families stay strong. When caregivers are supported, youth are more likely to thrive. CWO’s respite programs, retreats, and support groups give caregivers rest, encouragement, and resilience in often overwhelming roles.
While many partners provide crisis intervention or housing, CWO supplies essential everyday tools: toiletries, bedding, school materials, gift cards, and household supplies via The Closet—their program for meeting basic needs. These immediate, tangible supports often make the difference between a youth slipping back into crisis or staying stable.
CWO offers grants for mental health care and life-skills classes tailored to youth impacted by foster care or adoption. In the OVC model, these wrap-around supports help bridge the gap between basic needs and long-term flourishing.
CWO’s strength lies in mobilizing local churches, businesses, and neighbors to meaningfully engage with vulnerable children. By activating congregations as caring networks, they expand OVC’s capacity and embed care deeper into community life.
After a youth has received immediate support (shelter, counseling, etc.), CWO’s services help stabilize the next chapter—supporting ongoing care, helping teenagers build life skills, and reducing the risk of future crises.
